Is the internet actually made up of matter?

The Internet is NOT inside any computer, it is the name for a system where multiple servers can offer services to the whole world. So it IS virtual. Its' USE requires the physical hardware like computers, routers and wires or cables. It also requires the use of software on those devices to make them able to connect to each other. The only time electrons come into the equation is when you send or receive data, but that can happen just locally and have NOTHING to do with the Internet.
