You may have some malware or a memory hog on your computers. If you want to be sure it's not your computer's network card, do a ping test and watch to see if your time in milliseconds is consistent and doesn't stall.

Open a command prompt and type:
ping http://www.google.com -t

Then hit Enter. This will continuously ping Google, but you can use any site you want. Let it go for a couple screens' worth of pings and if it all looks consistent (mine are consistently 31ms or 32ms), then your computer's network card is fine. Hit Ctrl and the C key together to stop the ping.

If that tested fine, check your computer for malware. Microsoft Security Essentials is free to install and use: http://windows.microsoft.com/en-us/windo...s-download

(this is all assuming you're on a Windows machine)

Also, does this happen on a different browser? If you're using IE, install Firefox and see if it still happens. If Firefox works fine, then you probably have some kind of add-on in IE that's causing an issue.
