Follow Google's Webmaster Guidelines while you are building and promoting your site. (start here: https://support.google.com/webmasters/an...769?hl=en)

Build your site so that it will be informative and easy to use. When you are promoting your website, promote it in a way that the most people (especially the most people who would be interested in your site) see it and don't worry as much about SEO. Weirdly, this is the best way to get good rankings in Google.

An agency can help, like others mentioned, but you need a solid foundation from the start.
