I can tell you for sure that this is a virus. It blocked my own browser and I had to struggle trying to shut it down. In fact, I just could't do it. Then I performed a hard reset, rebooted the PC, and it was gone. It didn't reappear with next startup. From what I heard, if you see this message you need to reset your browser. Not sure if this helps though.
