Sounds like a software corruption. I suspect if you connect it to itunes it will be filled with 'other' data. If that is the case the phone has to be restored as new using itunes. Be sure to save your photos to a computer before running a restore because it will delete them and they will not be recoverable otherwise. Icloud does not back up photos and erasing in the settings of the phone will not work.

Do not restore from a backup because it will bring the corruption back.
