Save the file > Control Panel/Default Programs/'change a file association or protocol'/Scroll down to .GIF, and hightlight it, to then click the "Change" button, and choose the browser, (like Internet Explorer.)
Basically you'll want to open the .gif in your browser once its downloaded, due to the fact that windows natively or more specifically windows picture viewer doesn't support .gifs You can also try to download third party software such as "Windows 7 Gif Viewer" to open .gifs.
