What does this mean "I reject most who try to touch bas via social networking"?

It means, he/she rejects any contact/talking, of those who want to contact/talk with he/she, through social media.

For example:
Billy:*Billy goes onto facebook and messages Joe, "Hey Joe how's it going?"
Joe:*Rejects Billy's message
