Laptop won't pass Windows starting up screen. Safe modes work, is there anything I can do?

First try Safe mode with networking. Then install malwarebytes anti-malware from cnet
Run full scan and repair any virus, spyware issues

2nd Uninstall software that you probably don't use and know as junk from control panel

If you can't fix this issue You's better reinstall Windows after backup
