Can I use/access apps (on a Microsoft Surface 2 for example) when not connected to the internet?

If the app is not online based ( example: Microsoft Word), you can use it anywhere but if the app is online based and NEEDS a internet connection to launch, well no. If the app is a game, the multiplayer features will be unavailable but the singleplayer will be available.
