Do you any experience with small scale democratic systems?

Consider Switzerland's democracy. Read about it. It's direct democracy.

Direct democracy is practical. But it can be expensive in terms of time and money. Yet, least corrupt i think because everyone knows who does what. I do believe in smaller community who can make own decision for themselves. The main government must not impose its ideology on them but to make these small communities in accord, or manage them as a system. in this case, a small community has more right and more authority within itself.
