in your computer, you can block internet access to certain programs (like Minecraft) at many levels.. at modem level, at Windows level, at the software (like antivirus) level and at the browser level..
it is called Firewalls..

Firewall is basically an internet blocking software that limits the access of programs to the internet.. which is at most part a good thing.. because many computer viruses nowadays transfer harmful information to/from the internet..
even if you dont have McAfee antivirus, Windows sometimes ask you to block or allow internet access for software.. some Modems have inbuilt firewall (a hardware firewall), but the settings differ from one brand to another..

from your description, the blocking is at the antivirus firewall..
first locate the McAfee icon in the system tray (lower right next to the clock, but you can go through the Start menu), and click on it to activate it..
once you are in the McAfee software, on the right side click on 'Navigation' and click on 'Firewall'..
click on 'Internet Connections for Programs' (you may have to scroll down a bit)..
Next, scroll down until you find the program that you need to unblock (in this case, Minecraft)..

click on it and press 'Edit'.. change the 'Access' from "block" to "Full" and press Save before you exit..
P.S. make sure that the Net Guard is switched on (switching it off maybe harmful, but you may need to if all fails)

if that fail, the block may also be at the Windows Firewall level..
open the 'control panel' and open 'Windows Firewall' (you may need to search a little bit, its there.. if not, click on Start and search for 'windows firewall')
on the left, click on the 'Advanced Settings'.. click on 'inbound rules', scroll-down for the software in question (Minecraft), click on it and then click 'properties' found on the right side (you may need to right mouse click to press 'Properties').. change the setting from 'block the connection' to 'allow the connection if secure', press ok and close..
you may have to repeat the process for 'outbound rules'.. and again repeat the whole thing to change from 'allow the connection if secure' to 'allow connection'..

if the block at the modem level, i am afraid it differ from one brand to another and maybe too complex to describe it.. but i believe your problem should be solved at the McAfee settings..

all the best..
