Problem with iOS 7 instagram?

I used to have the same problem with Instagram. I have iphone 4. I tried to uninstall and reinstall the app, it did not work. Then, I completely restored my iphone via iTunes, it did not work either. Now, Instagram can not upload at all. I don't know what to do next. Any idea?
