Using a celeb is a very costly process and also can present so difficult ethical challenges depending on the type of product you are trying to advertise.

As for costs, they very greatly by market so the best way to find them would be to contact some ad execs for local tv and radio stations in the philly market. Also don't forget about google adsense and Facebook ads! They cost any where from a couple pennies to over a dollar per ad.

Don't forget about Public relations efforts as well, generally these efforts involve no cost other than time and can net much more valuable coverage than any paid advertisement ever could.

Things like Traditional Press Releases, social media engagement, etc.
