Why do Legit and Friendly Websites, let ads that give virus infections and scams?

Because these ads pay that much.

Also, (personal opinion here), they hope the user knows that these are shady websites and won't click on them. That's why they're in the corner, in a small, close-able box, skip-able, and other what-not to make the ad as ignorable as possible.
