Should I intervene if my wife is facebook friends with a neighbor?

Intervene? No. But I would watch. If your wife's not very active on Facebook than you have nothing to worry about. I hate Facebook. Had if for awhile and found that all I was doing was creeping - looking through my wife's wall for comments and reasons to be jealous. when after a few months i saw nothing i just cancelled my account. best thing i ever did. FB is not a relationship builder, it is a relationship buster. More and more people are hooking up this way. if they're not hooking up, at the very least they are taking time away from their closest relationships by being on the computer. Be near your wife when she's on facebook - I'm always around my wife and she'll share things that she's viewing and talk to me about who she's hearing from, etc. It's not spying on your part and it helps to build trust and keep communication open.
