The answer is yes, if he is proficient in networking. Also, if you pay facebook (like for ads) they will give you whatever you want.

The person that said that they can't give out this information is obviously a n00b. They can do whatever they want, you sign a contract when you join, and it clearly says "we can do what we want.."

In the case you are describing, unless he is in college for network administration, even having your IP would do almost nothing.
