1) Do I need permission from the mother of the child to sign over my rights?

The response from the timid woman is incorrect. You can choose to give up your rights to see the child, but in no way will that release you from any legal obligation to that child. A judge can decide that you have no more legal "rights" to the child (which is what you'd be filing for), but he will not dismiss your legal "obligation" to the child (which is what you're really wanting).
