How come hashtagging isnt working on instagram?

Locked as in private? If none of them are private them it's just the hashtag.
So when you put hashtags, they're spammers who are liking your photos. If they don't see your photo, the hashtag won't work. It also won't work if you've already used the tag beforeSmile
