If you want her to go, I don't see the harm in asking the person who is planning the party if you would be able to bring your closest friend along. I don't think it would be weird... It would only be weird if the person showed up without you asking if they could come along. But by asking, you would be respectful about it and there's nothing at all weird with it. And chances are, the host won't mind it, especially if that person already knows your friend. Plus, most mature people have a "the more the merrier" kind of attitude when it comes to parties. So I think you're good. However, if the host is putting money into the party for each person, then I could see how that person may not want anyone else to be invited. In any case, just ask and see what happens. If the person says no, respect it but also explain to your friend why she couldn't go (if it's a good reason). If it's a yes, then great.
