how do i advertise a new company on the web?

hey guys,i have a new civil engineering outsourcing company,www.ceddoutsource.com, i have been trying to get companies emails on the web and sending them introductory letters. so far i have not gotten any response.im i doing my marketing right what approach should i use, what am i doing wrong?your input would highly appreciated
