How do I "market" or promote my website out there?

Frankly speaking, I created another Y!A account and started to give people links around here. And apparently, the account got suspended or I won't be here asking this question.

I decided to do the right way. But how I do market or promote my site out there? So far, I've created Ad-videos and uploaded to several video sites like youtube and such. I've also submitted an article to Ezinesarticle and got approved. I wonder what other ways can I do it. Please tell me?
I also did meta-tags and appropriate keywords.
I would firstly like to thank those whom have answered for me. But I am looking for non-monetary ways, is it possible?
