No. Twitter does not delete your account or deactivate it because of inactivity. It's basically frozen and racks up notifications. If it has been hacked there are ways to report it on their website. I suggest visiting the Twitter Help Center. https://support.twitter.com/articles/14663#

There are several ways to go about doing that. I hope that is helpful. If you report that, Twitter will look into it and deactivate it. Or, they will keep it on notice. The best thing that you can do is either 1. Make yourself a new twitter. Using a complex but memorable password. Capital letters and numbers. Or, 2. Try I forgot my password and go through every email address you have ever made.

Twitter only deletes an account after inactivity if you go into your privacy settings and deactivate it and do not sign in for thirty days.
