If you "Permanently Deleted" a facebook account, after 14 days the deletion becomes permanent and the facebook account can never be reactivated. If the account was "Deactivated", then it can be reactivated again merely by logging on using the original email address and password.

it depends did you delete it more than 14 days ago? Because if you did then it is permanently deleted
