Nope... only if you add them as a friend or log in to their friend's account. Or depending on their privacy settings, some users will allow people of the same network to see their profile. Other than this, there's no other way of seeing the person's profile.

If the person adds you as a friend or sends you a message on face book you will be given so many days to view their profile. You can look at it through someone's who is friends with the person who has their profile on private.
