What is happening with my Facebook chat?

On my computer when I am on Facebook, there is one individual who I can never tell if they are online or offline. This only started about 5 days ago. Previous to that, I could see when they were online and when they were last active. I haven't seen the green active dot beside their name recently, nor do I see the time since they were last active (you know how facebook will say "5 min since active" or whatever.

But when I'm on Facebook on my phone or on my iPad, I can see if they are active, and when they were last active.

Is there a chance that this individual has blocked me on Facebook chat? Or is this just a glitch in Facebook on the computer?
