Right-click on the coloured area at the top of the screen, and check the Menu Bar box.

Right click on the IE Tile on the Start Screen and choose 'Pin to Taskbar'
Go to your Desktop and open IE from the Taskbar Right click on the Bar at the top and choose 'Menu Bar' from the drop-down list. Tools will now be available. |

Well it depends on if you're in the desktop version or the tile version of IE for Windows 8.
The tile version is launched from the start-screen and it's options/settings are accessible via the Charms menu (moving your mouse to the top or bottom RIGHT corner of the screen) and clicking settings -> options. In the desktop version, you can tap 'alt' on your keyboard and that brings up the toolbar at the top with the more familiar "windows 7 view." Agent Jeffrey C. Desktop IE: the little cog wheel on the very top right.
The Modern full screen app: swipe up (right click) and the spanner. Or swipe on from the right (mouse to top right corner) and settings. |
