my ping internet goes sky high only when i'm upstairs?
whenever i'm downstairs i have great 100ping. whenever i go upstairs i have fluctuating ping and it goes over 500 ping! also when i test it on speedtest.net my upload speed is on average .9mbps and so is my download speed(which is reallly really low) . it only happens to this specific laptop, it's new. how do i fix?

The network card on that laptop is probably crap compared to the adapters on your other devices. Maybe upgrade it, although I'm not to clear on good network cards or how to install them in laptops, etc.
