There are several Hosting Providers like PlentyVault offering free Site Builders if you take hosting plans from them. It's completely free and there are many templates for different categories of business or personal websites. Hosting and subdomain will be provided free of charge.

You can use wordpress. But again, you won't have a single domain, you will have a sub domain like yoursite.wordpress.com.
