Can someone explain Ebay Bidding to me?

I will make this question simple. If I want to bid on an item, lets say a jacket thats currently selling for $25 but I put my maximum bid at $40 and win. . . would I then owe the seller $40 or the next closets bid or the starting bid? See, I know this is dumb to ask but I gotta know before I blow some monies on a necklace I may or may not win without doing something stupid.

Yes, if the time runs out and you're the highest bidder, you have to pay $40 (plus delivery fee).
