Tumblr is driving me crazy... I'm supposed to comment on things for SM class.. but...?

Why am I not allowed to comment on certain blogs? I'm supposed to gain followers for my social media class and our campaigns. Step one is commenting and faving things in random people's blogs, but when I go to one I get really confused by the layouts and most of the time there is no section I can comment in. What's going on with this site?! Why is it like that?
