to create a website you simply need to create the html files and scripts and upload it to a web hosting account ,, it can be either free or paid. they will also give you a domain name , if you want a http://www.yourwebsite.com domain then it wont be free, it would cost approx $10 to $12, other wise you can get a free subdomain like ,,, yourwebsite.something.com ..

first decide u want a domain of your own or use another domain service.
if u want to register domain then bigrock.in u can register domain
if u want to use free service then weebly.com, webs.com u can avail the service.

If you dont know a lot about making a website, you can make websites using many other websites. They allow free websites with ads and paid, with your own domain (yourname.com). The websites in order from my best to the worst is:

If you some things about website designing, but not a lot, you can get a web-host, and domain, from Go Daddy or something like that (if you want free host xtreemhost is the best), and then put Joomla or Word press sites on your website.
