He's probably shy. Go up and you start the conversation. He'll feel a lot more comfortable when you guys talk for a little while.

A lot of guys are really shy in the real world but can open up a lot on IM or testing, & even over the phone. I'm sure that he likes you if he flirts on Facebook, unless thats the kind of guy he is.

Obviously he doesn't seem to be ignoring and all. Hez just too shy to approach you. Sure he wants tto talk to you badly bt hez out of words here.
At a situation like this, you try to approach him and make the first move. When you do, he may still be shy at first bt eventually he'll get comfortable and act the same way he does over fb.
