It mean's you can chat with people that go to College but you need a College email so it proves you actually go to College. I thought it was pretty clear when I saw it myself. Hope that helps you out.

Basically, if you're in college, you can type in your college e-mail and then confirm that it's yours through clicking a link they'll send you, and then you can connect to chat with other people who go to the same college as yours.
