How can I get Instagram on a Samsung Galaxy Mini?

Instagram works on any device running on android 2.2 and up.
So according to gsmarena ur phone runs on 2.2 or if u have upgraded it then it works on 2.3.
So instagram would work on ur phone.
As far as the simple note is concerned if you mean the app here:

then it should also work on ur device!
