What is is the best way to learn Japanese?

I'm 15 years old half Japanese and watch a bit of anime from time to time and was wondering how I can learn fluent Japanese

Have you learned your kana (hiragana and katakana) yet? If not, that's the first step. Get some books or a good website to get your basics and vocabulary down, and then try beginning to immerse yourself by watching or listening to Japanese media (no subs, but then afterwards go back and watch with subs if you need it). The most important part is to be social with it! Make friends to practice with, and find people who you can ask questions.
