I would say no unless you absolutely can't afford anything else. The chromebook revolves around the google chrome web browser. All of the apps and features require an internet connection. Meaning, should you find yourself in a situation where there's no internet access or you lost your connection, the computer is basically a $200 brick. Go with a Windows 8 laptop or tablet, they're a much better value and are capable of so much more than a Chromebook is.

It wholly relies on web cloud applications, you end up tethered to the internet, it also will never run any standard Windows applications, your better off spending $50 more to get a real Windows laptop.

I would say yes if you don't have a smartphone. Because all chrome book does is let you browse on the internet and also let's you use its apps like google drive or google maps, calendar etc. If you type documents and stuff, you can use google drive but you need internet all the time in irder for this chrome book to work properly
