I know some of the formatting toolbar features don't work correctly with IE 11, but I am surprised that you have this problem on Google Chrome. Open Google Chrome, click the Customize and Control icon (3 black horizontal bars)>Tools>Extensions and disable any extensions you added (or inadvertently added).
You can also try using Yahoo Mail on Firefox (you are running out of browsers).
Good luck.
