Paypal problem-- requires credit/debit card?

Whenever I try and buy an item off ebay, after logging into my paypal account at checkout, I get this message

"To make this purchase, please add a debit or credit card to your PayPal account."

I have directly linked my bank account to my Paypal, and it has been verified. I know I have more than enough money in my account to cover all costs. I've attempted to make about 15 purchases over the past couple of weeks and only 2 have worked. All of the sellers clearly state they accept paypal, so I have no idea what could possibly be causing this...

Anybody know how this can be fixed?

You have to have a Credit Card as a backup. I don't like it and you don't like it but sellers feel better if this exists. The thing is that there are lots of crooks out there and sellers want some way to feel secure.

We've had a couple of customers complain about the same thing. I called eBay and they say it's a problem on the PayPal side. I called PayPal and they said it's a problem on eBay's side.......
