How can I change my windows desktop environment like in this picture?

It is a really great and well designed Windows 7 Theme but without knowin its name, it's not possible look for it. Maybe you could tweet to Shaxawan Hassan and ask him about it. There are about 6 "Shaxawan Hassan" registered in Twitter, might be good luck if the owner of that nice theme is one of them.
