It depends on how you set up your website

If you are using Wordpress, you can use plugins such as Mingle Forum http://wordpress.org/plugins/mingle-forum/ to create a forum on your website

Or you can use a forum software. Popular choices include http://www.vbulletin.com/ (you'll have to pay a license fee for this).

The easiest way is to install bbpress if you are running WordPress.

Check the below links to learn more:

http://www.wpbeginner.com/wp-tutorials/h...h-bbpress/
http://wordpress.org/plugins/bbpress/

Check those as well:

At one time, you needed special knowledge about web programming languages in order to create an internet forum online. Things have become a lot easier these days, with great new ways of creating forums for feedback without ever having to learn a new language. Follow these steps and get all the feedback you are looking for, and then some!

Register a domain at a host who supports PHP
Download forum software
Download an FTP client.
Create a MySQL database
Set up your forums
If you are using phpBB, In your FTP client, go to config.php > Properties and set the CHMOD settings to 666.
Clean up time. Delete the install and contrib directories.
Login and Customize
