If the specs for a cell say it has both 2g and 3g is that normal and does it mean it does really have 3g wifi service?

3G & wifi are not the same. They are related in that they are internet connections but different in terms of the source. Phones are capable of running 1G-4G connections if available. You could check at GSMArena.com about the phone to see if wifi is also available for it.
