Help ebay question??

So ok i order a laptop from the guy and when i got it, it wasnt what it said it was. I mean yeah the laptop name was right but when i turn it on it wouldnt work. It will only work when the charger in and it dont even charge by the way. He didt mention that and he said it comes with a free laptop pouch bag and i didt get it. Plus when i carry it, it feel so loose like he just screwed everything back on together and swap hard drive or something also it was all scratch up on the front and again he didt mention it. I try contacting him about it but hes ignoring me. What shoud i do. I cant believe i pay 350 dollar for a piece of crap. -.-
