SEO is actually search engine optimization, meaning doing things that will help your site rank in Google or Bing mostly. And yes, facebook likes can be an important signal, same as tweeter tweets or google plus ones etc.
Why would people ask and offer those jobs on Fiverr.com or http://www.seoclerks.com/want or similar sites if they wouldn't work.
