Can I still install downloaded items while I have no internet connection?

I mean if i download something from the store then I go to install it from the XMB, will I still be able to do it without any internet connection at the time I'm installing it?

you should be able to install it normally since it is downloaded already . one example is that playstation lets you download it's update on the computer, you can then install the update by transferring the update file into the playstation 3 and install it without internet connection.
Installations do not require any internet connection only if downloading something is part of the installation
