You are effectively paying a rental fee once a year, it's actually more of an administrative fee, large established web site prepay their domain name 5 or 10 years in advance.

If one allows a domain name expire, it goes back into the pool of avilable names after a reclamation period of something like 90 days. Few registrar's offer Pre Paid a/c or Auto Charge system ( from your CC ) which automatically renew your domain before expiry.
