Can I force someone to remove my name from a tattoo?

You can't force him to remove it, and yes, he does have the right to get that on him. He can pretty much get whatever he wants as long as it doesn't break any laws regarding copyright/whatever. As he already has it done, it's too late for any preventative you could have taken to stop him from getting the ink, too.
Usually people don't get tattoos without reason - I'd never get ink just to try prove I love someone.
Try asking him about it - away from the girlfriend/fiancée - and go from there. You could tell him you don't like it but that probably won't help.

I'd just stop seeing him altogether.
