it's a mixture of both. the question is why do you want all of those followers???
but if you've already got 125 followers that quick you're not doing too bad.
make interesting, funny posts. check out rob huebel. (except he's kinda famous.)

It's basically through following back your followers. And asking the ones your following if they can follow you back. But don't ever hope for all celebrities to follow you back. Only some (quite few) follow back their fans, artists like Lady Gaga, Justin Bieber, etc. You could also tweet about the trending topics and others might find your tweet interesting and follow you. And it takes patience.
