Why does my Facebook Ad campaign keep saying "Campaign Budget Too Low"?

I created a Facebook campaign to try out the system and approved a $30 lifetime budget. This is just to try out the ad system and see how the analytics work.

Now, the page has a minimum budget of $1, but it wouldn't let me submit my ad for approval without raising the budget to at least $30. Now it wont let me make changes without popping up the notice Campaign Budget Too Low. What am I missing here? (and thanks for your help)

One more detail that may be relevant - I approved a 10 cent CPM budget (vs the recommended $0.40-$0.75). I'm trying to see if these ads place at all despite being below the recommended price range.

You need to contact FB to see what you are missing in your budget. It sounds like they want a minimum $30 and you are thinking a minimum $1. Not sure. They have excellent help desk to clarify and assist.
