Group administrators can select if they want to allow photos to be posted on the "Edit Group Profile" page. If photos are turned on, the admins have the choice to allow either all group members or only other admins to post. In an easier language: You can post photos if the admin have the add photos turned on, so they determine if they allow people to upolad photos or not.

If you are allowed to add photos, you can make your contribution by selecting "Add Photos" from the main page of the group. You can select up to five photos to add at a time directly or move as many photos as you want from another album. If this is an open group, the photos will be visible to everyone who views it.
