If someone changes your password and you don't know who how do you get it back?

My best friend's brother has a facebook and someone changed his password (they did the same on his hotmail) We need to know how to change it back because hotmail is the only way to communicate with their brother in brazil!! they can't get a new hotmail because they don't want the person to talk to the brother in brazil... please no rude comments NEED ANSWERS FAST!
